It's a blogging platform where people used to post pictures of people going and then Tumblr banned people from posting pictures like that and everyone stopped using it.

I've just cancelled my landline broadband.

I have checked. I am allowed to tether to my heart's content. As far as I can make out, virtually all UK Internet providers allow tethering these days.
