Only if it's a pitched roof. A flat one with sides would be absolutely fine.
Also, climbing frames and swings that aren't simply set in bare concrete surfaces are a relatively new development (and one I'm not sold on - the knowledge that you could break your neck and split your head open at any moment meant you really learned the importance of remaining alert), so we can assume health and safety legislation hadn't yet made itself an essential part of the story, to be referenced within the lyrics.
