I always assumed that he was in character and was literally jumping on the bandwagon (basically taking advantage of a situation/liberties as he has throughout the film to suit himself).

I see it as the conclusion of a successful story arc.

He is not seen to be interested in drinking/sex earlier in the film though.

In fact he and Terry and Betty Marston are in a sealed-off subplot for most of it. I think Tez and Bez only have one interaction with the other characters - he when he is implausibly offered s*x by the blue dress girl (pictured waving), she when she reminds the Sid party of K Williams' ornithology talk at 7pm in front of the latrines.

And I don't know if Hawtrey's character interacts with any other characters at all.
