I do wonder if that's one reason for localised flooding. When you have masses of paved front gardens and plastic astroturf in the back garden the water has got to go somewhere.
You will literally never see a worm if you have no lawns or flowerbeds.

The council in Sheffield have been planting weeds wildflowers all around the lowest parts of Sheffield city centre, precisely for purposes of reducing flooding, over the last few years.
