Yes, he was.
I don't think there's much argument.
It's just that for much of the '70s he managed to mould various genres and influences and rip-offs into something genuinely interesting.
Also, he could write brilliant songs.

So far it's like he went to a festival or club in about 1996 and, protected by his entourage and security, simply made notes.
