I think he raises the point that there is a general perception that the post Beatles McCartney work, is a pale shadow of the Beatles, and people are now hearing McCartney raw, they're finding that to be at best, a gross simplification.
I blame the Frog Chorus.
That's what I think anyway.

I think he had a problem that people wanted any new McCartney album or single to sound like the Beatles and, because he went out of his way to avoid sounding like the Beatles, they felt let down, no matter what he did. By the late 1990s, it had been so long since he'd left the Beatles that people stopped expecting him to sound like them and they could appreciate him in his own right. That's what I think anyway.
The death of Linda and of George Harrison also probably changed attitudes, as it made people realise he wouldn't be around forever, and that they'd have to make the most of him while they could.
Also, the world probably caught up to what he was doing. Ram was released at a time before Indie had been invented and seems to have left some people non-plussed. The way music has developed since means it makes more sense to people.
Likewise, his first album was made before Lo-fi became a thing and also left people non-plussed. Now that people are used to the concept, it doesn't sound so baffling.
The same thing happened with McCartney II. At the time of release, it was heard as a bunch of novelty songs and pointless squiggles and noises. Now people keep crediting it with being Gorillaz twenty years before Gorillaz ever existed.
Also, I blame his legendary cover of Mary Had a Little Lamb.
