Apparently so but, according to the TV Guide summary, he doesn't actually get to do anything because Cardassian law finds the accused guilty before the trial has started.

It's one of the best films I've seen in the last decade.

It's a campy yet surprisingly intelligent, comedy/horror and an expertly realised '70s pastiche about a s*xy young witch living in an affluent small town in coastal California and her various romantic dramas, intrigues and witchy manoeuvrings and inveiglements.

Perhaps a little overlong by about 10 minutes, but very witty and charming and cool.
