I have my boiler's flow temperature set to 32 degrees, which is as low as it can go, and it's still heating the building to 22 degrees.

I saw a video, the other day, that said the average UK boiler is 5 times more powerful than it needs to be for the house it's installed in. Based on this experience, I suspect they are right.
