It seems that rather than cancelling whole Top of the Pops episodes like they did with Gary Glitter and Jimmy Savile appearances, any forthcoming 1994 episodes with R Kelly featured will simply have the song edited out instead. I think that's a more sensible way of doing it rather than shelving a whole episode.
