You have to commend that caravan park for having a caravan with an actual wheelchair access ramp in what I'm guessing to be the 70s.

Well, I'm assuming that whoever owns (or has some kind of time-share deal with) that 'static home' is disabled, y'know, the car and all that.
Also, they probably had to buy/construct and install it themselves after seeking permission from the owners of the caravan park.

You mean the disabled person - possibly with no arms or legs - had to construct the ramp themselves after carrying all those planks of wood in the little invalid car? I take back what I said about the caravan park.

I'm assuming that the hypothetical tetraplegic has family who hadn't (at that point) abandoned them and who were still prepared to help.

There were disabled people in the 70s. Either Forton or Keele services used to have a sign 'Facilities for the disabled'.
